Civil Complaints Handled in Various Languages; Gyeongnam 120 Civil Complaint Call Center Starts Foreign Language Counseling

- Counseling services provided in 12 foreign languages, including English and Vietnamese

- Budget saved by collaborating with specialized counseling institutes, such as the Gyeongnam Foreign Residents Support Center

Gyeongsangnam-do (Governor Park Wan-su) announced that the region will provide foreign language counseling in its civil complaint call center starting on Apr. 22 to eliminate the inconvenience of foreigners living within the area and inbound tourists and give convenience to multicultural families and foreign residents.

The civil complaint call center will offer counseling in 12 foreign languages, including English and Vietnamese, allowing foreign residents to consult complaints in their mother tongues and swiftly solve their problems.

Gyeongsangnam-do has around 130,000 foreign residents (as of the end of 2022), including 31,000 in Gimhae-si, 26,000 in Changwon-si, and 10,000 each in Geoje-si and Yangsan-si. The numbers are increasing every year, requiring foreign language counseling services in the region’s civil complaint departments.

The foreign language counseling service is offered through phone calls or text messages at 055-120. When users call 120, the service identifies their language for counseling and residency qualifications (marriage immigrant, foreign worker, foreign student, tourist, etc.) to connect them to counselors from institutes dedicated to foreign language counseling and appropriate for the situation, supporting interpretation consultations through a conference call system.

By collaborating with the Gyeongsangnam-do Foreign Residents Support Center, Gyeongsangnam-do Family Center, and Korea Tourism Organization’s 1330 Call Center, Gyeongsangnam-do saved the budget for interpretation services.

Open since 2022, Gyeongsangnam-do’s civil complaint call center handled 47,000 counseling cases in 2023, allowing residents to resolve their general inquiries concerning the local government, such as employment, support for young people, public health, and welfare, with a single phone call to a specialized counselor.

Since November last year, the center has also operated an integrated counseling window for passport tasks. The window provides information on necessary documents and procedures according to civil complaints on passports for residents’ convenience and lets the workers focus on handling civil complaints to enhance their work efficiency.

The civil complaint call center is open weekdays from 9 AM–6 PM and transfers inquiries received during non-operating hours, weekends, and public holidays to the Disaster Status Control Center.

Lee Sang-won, the director of Gyeongsangnam-do’s Resident Service Department, said, “With the foreign counseling service, we expect foreign residents within the area to solve their troubles in communicating and use administration services more conveniently than before,” adding, “The civil complaint call center will continue to design various services and cater to our community members’ needs in better ways.”
